พัฒนาการการให้บริการและเผยแพร่สารนิเทศ
พัฒนาการของการให้บริการและเผยแพร่สารสนเทศในต่างประเทศ เริ่มมีมานานแล้ว
ตั้งแต่มีบรรณารักษ์ผู้ริเริ่มคนแรก คือ แซมมวล กรีน (Samual Green) บรรณารักษ์ห้องสมุดประชาชน
วูชสเตอร์ (Worcester Free Public Library) แห่งเมืองวูซสเตอร์ รัฐแมสซาจูเซท เป็นผู้ที่ ได้เสนอ
ความคิดในการช่วยเหลือผู้อ่าน ในการใช้ห้องสมุด นอกเหนือไปจากงานประจำ อื่น ๆ ของบรรณารักษ์
โดยได้เสนอความคิดนี้ ในที่ประชุมสามัญประจำปีของสมาคม อเมริกันในปี พ.ศ.2419
แนวความคิดที่เสนอขั้นแรกนี้ กรีนมุ่งหวังเพียงแต่ให้ผู้ใช้ ห้องสมุดเกิดความประทับใจ ในกิจการ
ของห้องสมุดยิ่งขึ้นเท่านั้นเอง ยังไม่เกิดแนว ความคิดที่ว่าการบริการข่าวสาร ข้อมูล
เป็นความรับผิดชอบที่สำคัญยิ่งของห้องสมุด
ห้องสมุดจำนวนมากนำความคิดของกรีนไปปฏิบัติ และเกิดแนวความคิดในการให้บริการ
แก่ผู้ใช้ห้องสมุดในห้องสมุดประเภทต่างๆ ห้องสมุดแต่ละแห่ง จึงมีพัฒนาการของการให้บริการอ้างอิง
ไปพร้อมๆกับการจัดตั้งห้องสมุดนั้นๆ การบริการและเผยแพร่สารนิเทศจึงเป็นพื้นฐานเบื้องต้นของการให้บริการอ้างอิง
ในห้องสมุดต่างๆ ดังตัวอย่างของพัฒนาการห้องสมุดแห่งหนึ่ง ดังต่อไปนี้

1851 Fremantle Mechanics Institute established.
1868 Fremantle Mechanics Institute amalgamated with Fremantle Working Men's
Association to form Fremantle Literary Institute, operating a subscription
library for members.
1899 Fremantle Literary Institute moved to South Terrace in the building now occupied by The Dome and Kulcha. It provided a public reading room and a lending library for members.
1948 Evan M Davies, JP, MLC succeeded in gaining support from the Fremantle City Council to establish a rate supported public library.
The Fremantle (Free Literary Institute) Act of 1948 vested the land, assets and liabilities of the Literary Institute in the Fremantle City Council.
1949 Fremantle Free Lending Library opened on 5 September 1949. The first fully rate supported public library in Western Australia, opens with 5000 books on the shelf. Mrs Flora Kirtley
Anderson was the librarian.
1951 Library Board of Western Australia was established by an Act of Parliament which provided for the development of a state wide public library service. The Act provided for Fremantle
to nominate one board member.
1954 Fremantle Road Board (forerunner to City of Cockburn) and the Municipal Council of East Fremantle entered into an agreement with the City of Fremantle, so that their residents could
enjoy the benefits of the free service.
1955 The City of Fremantle became a participating body under the Library Board of Western Australia and in doing so became eligible for the subsidy.
1956 In January 1956, after some re-organization to comply with Library Board requirements, the Fremantle Free Lending Library reopened as The Evan Davies Civic Library,
a tribute to the late Evan Davies who was instrumental in establishing the first free lending library to serve Fremantle and East Fremantle.
1958 John E.V. Birch arrived with his family from England and took up his appointment as the first City Librarian.
1959 Fremantle City Council appointed Miss Jean Best (Ryding) as the first specialist Children's Librarian in the State.
1960 The Ships' Libraries scheme was established. Some 20 collections ranging between 25 to 125 volumes were created and lent to the crews of ships operating regularly from Fremantle. Books were changed every time the ship came into Port. This service was unique in Australia.
1962 Deliveries commenced to older people residing in hospitals or nursing homes.
1966 Ships' Libraries scheme extended to include 3 lighthouses at Cape Don, Cape Leveque and Troughton Island. Boxes of books were picked up and delivered to 7 keepers and their families by government cable-laying vessels.
1968 Commenced lending books through the Meals-on-Wheels Scheme (food for the mind and the body).
1972 Betty McGeever was appointed Executive Librarian following the appointment of John E.V. Birch to the new position of Director of Cultural Activities.
1972 Four talking book machines were purchased for lending to C class hospitals for people who could no longer cope with the printed word. Tape cassettes of about 13 hours could be borrowed and changed as often as required.
1972 Deliveries began to people who were confined to their homes. The service began with deliveries to about 5 homebound readers. Today deliveries are made to about 80 people.
1973 A monthly loan of 20 picture story books was commenced to the Esme Fletcher Day Nursery. This service is now used by nine child care services receiving a fortnightly delivery.
1974 The Fremantle Local History collection was established and has grown from a 3 drawer filing cabinet to a flourishing well used collection.
1979 Fre-info, the first community information service in Western Australia, was established. This highly successful service provides information on clubs, services, organisations and events operating in Fremantle.
1979 In its inaugurual year Fre-info produced the first of a number of community directories.
1983 Fremantle City Library was awarded the Fremantle Gazette Quality Award for its contribution to the quality of Fremantle.
1984 From the Fre-info database, Fremantle City Library produced the Visitors guide to Galleries, Museums and markets in Fremantle.
1985 Fre-info provided Telecom (now Telstra) with information for the Community Information pages of the Fremantle, Melville, Cockburn and Kwinana Community Phone Book. Updates were published annually until 1990.
1992 Expansion of the Local History Collection into a new purpose built extension.
1995 Fremantle City Library posted its first home page onto the World Wide Web.
1996 Reorganisation of Town Hall offices brought the Children's library into the main library area. This enabled family members to enjoy library facilities together.
1996 The library system was computerised using AMLIB, providing on-line access tothe catalogue and the automated library management system.
1997 Four terminals were set up to provide Internet and CD-ROM services to the public. Both enhanced reference and information sources available to the community.
1999 Language learning resources expanded to include more materials and equipment for borrowing as well as for use in the library.
1999 Fre-Info database launched onto the World Wide Web.
1999 50th anniversary of inauguration of FREE public library service in Fremantle, recognised as a trail blazer for Western Australia.
